Program Compliance Officer

This important role will be responsible for all aspects of monitoring and ensuring mortgagor/owner compliance with eligibility, income, occupancy and regulatory requirements imposed by VHDA, HUD and the IRS. This position is also responsible for performing occupancy audits, Management and Occupancy Reviews (HUD MOR) and conducts physical inspections per HUD and UPDCS guidelines.
Primary responsibilities include:
- Reviews and interprets regulatory documents for various restrictive housing programs which includes multi-layered VHDA conventional loan and/or bond financed products as well as, federally regulated housing programs (i.e., LIHTC,TCAP/Exchange Programs and Section 8 project based programs).
- Prepares for and performs compliance audits to monitor regulatory compliance with applicable program requirements.
Performs the physical inspection of various housing properties in accordance with physical inspection protocols and reporting and related observations/findings.
Performs tax credit and project based Section 8 audits to monitor owner/agent compliance with the IRS/HUD regulations and guidelines.
Qualified candidates must possess 2-3 years’ experience working in property management or government assisted housing programs with preferred in depth knowledge of LIHTC and HUD Occupancy Handbook 4350.3. HCCP certification required. Preferred industry certifications include COS, AHM, C3P, TaCCs, and SCHM. Excellent oral and written communication skills. Strong analytical skills with extreme attention to detail. Highly developed organizational skills and the ability to multitask. Bachelor’s degree or equivalent work experience.
Travel Required: 25% - 30%. Must have a valid driver’s license in good standing and be able to travel and stay overnight when required.

Hiring Range: $59,625- $77,513
