The Resource Center has been providing services to persons with disabilities in the Chautauqua County area since 1958. From our humble beginnings as a gathering of parents and concerned citizens who wanted to provide educational and training opportunities for persons with developmental and intellectual disabilities, The Resource Center has grown into a comprehensive agency providing services to thousands of persons with all types and levels of disabilities.

The Resource Center is the largest non-governmental employer in Chautauqua County with more than 1,300 employees on its payroll.

The mission of The Resource Center is to support individuals with disabilities and other challenges in achieving maximum independence, contributing to their community, experiencing lifelong growth, and enjoying quality of life.

DIRECTOR FUNCTION:In close collaboration with the assigned Executive Support Team (EST) liaison, provides leadership and support to ensure assigned areas of responsibility are Mission Focused, maximize operating performance, adhere to sound business and quality practices, and are in compliance with all applicable regulations. As a member of the Executive Management Team (EMT), participates in outcomes planning, supports the development of policies and procedures, ensures a healthy work culture, and positively represents the organization at all times.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:Must possess excellent interpersonal and written/oral/presentation skills, including the ability to relate to and communicate with diverse stakeholders including customers, family members, peers, staff, Board of Directors, governmental personnel, agency personnel, regulatory entities and the community at large. Working knowledge of business practices and procedures, including federal, state and local laws, in assigned area of responsibility. Sound analytical skills with the ability to interpret and synthesize data, identify trends, problem solve, and develop and oversee the implementation of action plans. Must possess proven initiative and sound judgment and abide by governing principles consistent with TRC’s mission and values. Demonstrated adaptability and flexibility, including willingness to travel and work non-traditional hours as needed to carry out assigned responsibilities. Physical condition or reasonable accommodation(s) commensurate with the demands of the job.

MINIMUM QUALIFICATIONS: Masters degree and (3) three years of experience; OR Bachelors degree and (5) five years of experience. Licensure and Certification for assigned responsibility where applicable. Experience must be management level in a setting comparable in scope and complexity to TRC.

DUTIES

DIRECTION AND PLANNING:
In conjunction with the Executive Support Team (EST) and other management staff, is responsible for:

  1. Development, implementation and monitoring of departmental outcomes, strategies, and performance targets, and prototypes in the areas of Customer Satisfaction, Workforce Development, Financial, Process Improvement and Customer Outcomes.

  2. Development, review, and execution of policies and procedures, as approved and authorized by the Board of Directors and/or the Executive Director, and in close collaboration with the management team.

  3. Supporting and facilitating the development and growth of operations and services in assigned areas of responsibility.

  4. Working in conjunction with the EST in the development and preparation of business plans to be submitted for review and/or approval. 5. Working in conjunction with the EST to fulfill the mission by utilizing, leveraging, and supporting collaborative relationships, partnerships and transactions.


ADMINISTRATIVE:

  1. Develops and supports initiatives to improve the quality, effectiveness, and efficiency of assigned operations and services.

  2. Prepares, implements and monitors business, operational, and financial plans to ensure financial stability in assigned areas of responsibility.

  3. Responsible to ensure procedures are in place in assigned areas of responsibility to promote compliance with agency policies and mitigate risk.

  4. Assists in the facilitation of pertinent communication and information sharing, both within and outside of the organization.

  5. Supports and facilitates a system of regular communication and reporting of various matters to the Executive Director and Board Advisory Committees as assigned.

  6. Supports agency operations by conducting regular site visits to various locations to be accessible to the staff and clients to facilitate communication, express appreciation, celebrate accomplishments, and identify opportunities for positive improvement.


SUPERVISORY:Responsible for the administrative supervision of assigned staff, including but not limited to:

  1. Hiring, firing, discipline, performance evaluation, in-service education, training, development and support, and ensuring that there is an adequate number of staff to fulfill assigned responsibilities.

  2. Conducting regularly scheduled staff meetings.

  3. Ensuring the competency and professionalism of assigned staff.

  4. Ensuring that all services provided by the department adhere to federal and state laws and regulations governing personnel administration and policy and procedure.
