0499 - TRC - Business Operations - Engineering Technician
ENGINEERING TECHNICIAN RESPONSIBLE TO: Engineering Manager FUNCTION: To apply modern engineering theory and principles to identify and address problems associated with industrial layout or manufacturing production, under the general direction of engineering staff; To perform time and motion studies on worker operations in a variety of industries for purposes of establishing standard production rates and/or improving efficiency. SPECIFIC DUTIES: 1. Studies and records time, motion, methods and speed involved in performance of maintenance, production, clerical and other worker operations to establish standard production rate and to improve efficiency: Prepares charts, graphs and diagrams to illustrate workflow, routing, floor layouts, material handling, safety requirements and machine utilization. 2. Observes workers operating equipment or performing tasks to determine time involved and rate of fatigue, using stopwatch, video and similar equipment. 3. Recommends revision of methods of operation in accordance with worker performance, machine capacity, production schedules and anticipated delays. 4. Aids in planning work assignments in accordance with worker performance, machine capacity, production schedules and anticipated delays. 5. Creates and maintains work instructions for operators to use visual guides to perform tasks and operate equipment. 6. Maintains data including, bills of materials, labor routings, job costing, time estimates and capacity/labor/engineering reports 7. Assists in the development of new products and processes. 8. Works with Quality Assurance to maintain conformance to all pertinent specifications. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Sound knowledge of modern engineering methods in a manufacturing environment; Basic knowledge of government contract administration including military specifications; Ability to perform time study analysis and analyze costs in a manufacturing operation. MINIMUM QUALIFICATIONS: Associates Degree in Industrial, Mechanical, Manufacturing Engineering, or Engineering Technology OR two (2) years experience in product/process development; Experience in sewing fabrication and ISO quality management systems strongly preferred; Must attend Time Study School (1 week) and demonstrate the ability to perform them associated tasks.
Must have Industrial Sewing and Supervision experience, 5-10 years. Prototype development experience needed, 5 yrs 10/91; Rev’d 9/92; 12/12; 3/16 Business Operations THE RESOURCE CENTER Grade 12, Non-Exempt
