The Resource Center has been providing services to persons with disabilities in the Chautauqua County area since 1958. From our humble beginnings as a gathering of parents and concerned citizens who wanted to provide educational and training opportunities for persons with developmental and intellectual disabilities, The Resource Center has grown into a comprehensive agency providing services to thousands of persons with all types and levels of disabilities.

The Resource Center is the largest non-governmental employer in Chautauqua County with more than 1,300 employees on its payroll.

The mission of The Resource Center is to support individuals with disabilities and other challenges in achieving maximum independence, contributing to their community, experiencing lifelong growth, and enjoying quality of life.


In conjunction with or under the direction of the Director of Human Resources, is responsible for providing Human Resources oversight within The Resource Center (TRC) and Allied Industries, including the development of Agency Human Resources policy and procedure, enforcement of federal, state, and local regulations and recruitment efforts.


Must possess excellent interpersonal and written/oral/presentation skills, including the demonstrated ability to effectively communicate with peers, subordinates, executive management, and external customers/vendors in order to achieve desired outcomes; Commitment to developing and maintaining positive relationships across multiple channels in order to effectively resolve conflicts in a mutually beneficial manner; Exceptional organizational/time management skills with a demonstrated ability to deal with ambiguity, along with ever-evolving needs and competing/multiple priorities, in order to remain responsive to the needs of a diverse workforce; Must be action and detail-oriented and possess the ability to work well under pressure; Comprehensive knowledge of modern Human Resources practices and procedures, including federal, state, and local laws; Thorough understanding of compensation/classification system design, processes, and procedures; Detailed understanding of benefit design and administration; Working knowledge of computerized Human Resource information systems and/or personal computer software; Ability and willingness to oversee and direct the work of others; Ability to follow through on detailed problems, resolving them in mutually acceptable solutions; Ability to interact effectively with staff and management of all levels, both within and outside of the organization;Strong computational and analytical skills with the ability to collect, interpret and synthesize data; Reliability, adaptability and flexibility, including a willingness and ability to travel and work non-traditional hours as needed to carry out assigned duties; Must possess initiative and sound judgment and abide by principles of confidentiality (including HIPAA) in carrying out assigned responsibilities; Physical condition commensurate with demands of the job.


Master’s Degree in Human Resources or related business field plus two (2) years professional experience in Human Resources, including a minimum of one (1) year serving in a management/supervisory and/or administrative capacity; OR Bachelors Degree plus four (4) years professional experience in Human Resources, including a minimum of two (2) years serving in a management/supervisory and/or administrative capacity.



Responsible for the administrative supervision of assigned personnel administration staff, including but not limited to:

  1. Hiring, firing, discipline, performance evaluation, in-service education, training, development and support, and ensuring that there is an adequate number of staff to fulfill assigned responsibilities.

  1. Conducts staff meetings as needed or assigned.

  1. Ensure the competency and professionalism of assigned staff.

  1. Ensures that all services provided by the department adhere to federal and state laws and regulations governing personnel administration as well as, TRC policy and procedure.


  1. In conjunction with the Assistant Director and/or assigned subordinate(s), is responsible for assisting in personnel administration related functions, including but not limited to:

  1. Oversee Human Resources/Finance Help Desk function and develop potential for maximum customer responsiveness/satisfaction.

  2. Provide guidance to managers, department heads and the executive staff in matters of Agency policy and procedure, contract support, and progressive disciplinary action (ensuring complete record for future reference); update, develop, and maintain Supervisory Procedural Manual.

  3. Investigate, or assists in the investigation of allegations of sexual harassment, discrimination, and/or hostile work environment; providing a thorough analysis of the facts, formulating a conclusion, and advising affected parties regarding resolution of the issue.

  4. Review, develop and recommend policies and procedures relating to Human Resources issues.

  5. Responsible for preparation of federal and state reports (i.e. Affirmative Action Plan, Equal Employment Opportunity Commission, 14c, and Vets-100 reports, and others as needed/requested.

  6. Prepare, review, audit periodic reports and verify integrity prior to distribution.

  7. Represent the department at various meetings and committee functions as needed or assigned.

  8. Responsible for the identification, implementation, administration, and maintenance of a variety of automated Human Resources system.

  1. Ensures Human Resources systems are updated regularly and reviews transactions to ensure accuracy and compliance with established policies and procedures.

  2. Ensures that staff and supervisors are all adequately trained in proper utilization of automated Human Resources systems.

  1. Serve as employment contract “expert” and assist in costing analytics development.

  2. Ensure accuracy, integrity, and security of personnel files in relation to the established record retention schedule.

  3. Oversee Agency-wide off-boarding procedure to ensure compliance with all protocols, especially supporting the Unemployment Insurance success rate.

  4. Support and track the Outcomes and Performance Targets relative to assigned area(s) of responsibility.

  5. Coordinate Agency 360-degree feedback program to provide senior leadership with meaningful and timely feedback/development opportunities.

  6. Oversee Departmental supplies within budgetary parameters.
