Program Manager - SSC

Summary of Position

~This position will be located in Palmdale, CA.~
The Program Manager is responsible for the overall execution of a specific program or programs, the reporting thereof, and the customer relationship. He/she is responsible for ensuring that the program is designed, engineered, planned, and managed throughout the manufacturing process by multiple functional operations, and shipped per the customer’s requirements and expectations. The Program Manager is the direct focal point to the Customer. The Program Manager will manage program earned value, maintain program schedules, and ensures programs are in compliance with quality, commercial and or government requirements. He /she will report to the Director of Program Management. He/she will also be responsible for continuous process improvement, supporting goal deployment, and implementing Lean practices where applicable.


Essential Functions

  • PM is the owner of his/her projects responsible for meeting customer and internal commitments on quality, schedule, cost, and response to customer requests.

  • PM owns the customer interface for his/her program and acts and acts as the voice of customer with internal functional departments.

  • Builds customer trust and confidence through proactive, appropriate communication with various levels via multiple media. Able to handle issues or difficult situations with the customer with integrity and standing behind Ascent.

  • Process jobs through our Gated Process insuring proper contract review, WBS development, job planning and kick-off, bi-weekly program reviews, manufacturing execution, customer delivery, and follow-up.

  • Owns scope change process including recognition of change, preparation, submittal, and capture of cost/schedule impacts in compliance with contract such that we come out ahead on changes (offsets our risks).

  • Monitors and appropriately communicates risk on projects.Works with internal / external teams to develop strategies to mitigate risks.

  • Gains additional quote opportunity and helps grow work volume by leveraging performance on existing projects.

  • Ensures Programs are in compliance with commercial, defense, government standards and specifications as applicable.

  • Acts with speed and integrity in all aspects of the business. Reports and communicates critical program related issues to appropriate management in a timely manner.

  • Reviews his/her Program department metrics to ensure accuracy of reporting program performance to management and Customers.

  • Interface directly with internal departments and sometimes outside suppliers to facilitate understanding and achievement of objectives– both technical and commercial.

  • Generates and provides all required documentation regarding complete control and monitoring of assigned program(s).This includes scheduling, manufacturing visibility and providing reputable forward looking forecasts.

  • Provides management and coordination thereof of any customer visit, program review and/or requests from either internal sources and/or external sources regarding status, economic health or any other aspect of performance of assigned program.

  • Maintains PM skills through external reading and study.Practices continuous improvement of their role.

  • Other duties as requested by Management.

Required Skills, Education & Experience

Any combination of education and experience providing the required skill and knowledge for successful job performance will be considered. Typical qualifications would be:


  • BA or BS degree in Manufacturing Engineering desired/ or equivalent.

  • 5 years min experience in a Program and/or Project Management environment.

  • 5 years min experience in a manufacturing environment – made to order fabrication a plus.

  • Must be a U.S Citizen and not hold multiple citizenships.

  • Must possess or be able to obtain Secret Security Clearance and maintain security clearance for the duration of employment.

  • Excellent verbal and written communication skills.Able to persuade through presentation of facts and data.

  • Proficient in Negotiations and Conflict Resolution. Possess the ability to negotiate; resolve and problem solve program issues in a respectful, professional manner.

  • Demonstrated experience directly dealing with a customer from a program/project, liaison, engineering, and/or sales perspective.

  • Program financial acumen – experience with cost to complete, earned value, scope estimating, cost of goods sold and program/project gross margin.

  • Blue print reading, Bill of Material (BOM) understanding principles and practices.

  • Familiar with manufacturing practices including welding, machining, assembly.Composites a plus.

  • Familiar with manufacturing shop and shop environment and able to communicate and work with a direct work force at all levels.

  • Familiar with AS9100 quality standards.

  • Experience with tooling fabrication and shop practices a plus.

  • Microsoft Project software capability.Ability to develop an appropriate WBS & schedule with resources.

  • Proficient in the use of Office software (Word, Excel, Outlook, PowerPoint).

Working Conditions

Working conditions described here are representative of those that may be experienced by an employee on a daily basis while performing the functions of this job.


- Typically sits for extended periods at a computer workstation.
- Must be able to see, hear, touch, feel, lift (up to 40 lbs.) and stand for short periods of time.
- May access and work in the manufacturing plant.
- Will be required to stand for extended periods of time when conducting training, CI events or work cell duties.
- While performing the duties of this job, employee may be exposed to moving mechanical parts, fumes and airborne particles.
- The employee may be exposed to vibration.
- The employee is occasionally exposed to caustic chemicals.The noise level in the work environment is usually moderate.
- May be required to work OT, evenings and occasional weekends to meet department and business demands.
- Work with safe manufacturing processes and understanding that eyewear is mandatory in the manufacturing area.
- Knows that safety shoes are recommended in the manufacturing area.
