Volunteers of America-Greater New York (VOA-Greater New York) is an anti-poverty organization working to end homelessness in the New York area by 2050. We operate over 60 programs across New York City, Northern New Jersey and Westchester County including emergency, transitional and permanent housing. Our services extend to families experiencing homelessness, survivors of domestic violence, people living with HIV/AIDS, veterans, youth aging out of foster care, adults with behavioral health or substance use needs, and others in need, including a special education preschool program.

Summary:
To ensure the program provides comprehensive and integrated on-site social services that help residents restore and rebuild their lives while healing from their experience of domestic violence
The Director of Domestic Violence Program Services is responsible for the domestic violence programs meeting the highest possible standards of health and safety and provides all needed quality services to clients to meet contractual and regulatory requirements.  The Director of Domestic Violence Program Services ensures the accurate implementation by staff of the approved policies and procedures as defined by Volunteers of America- Greater New York, Inc. and the appropriate funding source.


Minimum Qualifications:
The position requires a post graduate degree and a clinical license LCSW/LPC and three years of relevant experience working with individuals or families of domestic violence.
Requires a demonstrated ability to manage multiple programs serving victims of domestic violence and their families. In addition, it requires a reasonable combination of skills in the following areas: the design, operational oversight and evaluation of program services, personnel management, budget development and control, property management, public relations and governmental relations.


Supervisory Role:
This position does have supervisory responsibilities.


Principal Responsibilities:
The below enumerated principal responsibilities are inclusive of both program specific and firm-wide related administration, as applicable.

1. Hire, train and supervise program personnel.
2. Manage assigned program fiscal operations and facilities.
3. Manage process and submit applications for RFPs and grants.
4. Ensure that staff is credentialed to provide screening, risk assessment and crisis intervention for victims and their children.
5. Ensure that staff provides appropriate case management and therapeutic interventions including family case management, individual domestic violence counseling, group domestic violence counseling, youth support services, housing search assistance and employment preparation.
6. Manage program services for the quality and consistency.  Monitor results of external and agency surveys and the implementation of corrective action plans.
7. Manage community and governmental relations.
8. Provide clinical supervision to assist staff with integrating trauma informed care and evidence-based practices.
9. Provide clinical oversight, intervention and emergency response to address consumer critical incidents.
10. Ensure support and education are provided and documented to assist residents in their transition into the community including referrals to appropriate social service agencies when the facility does not provide the needed services.
11. Perform other related duties as requested.


Expected Results of Principal Responsibilities:
1. Qualified personnel are recruited, trained and retained.
2. Programs operate within approved budgets and facilities are maintained at the highest standards.
3. Submission of competitive proposal for existing and new services; successful growth of the service sector ad agency.
4. Emergency clinical on-call support is provided to the staff and the clients during crisis.
5. Safety hazards and emergency situations are handled, safely, promptly and professionally. Programs are developed in areas consistent with the organization's goals, objectives and development capabilities.
6. Program clients are provided with high quality, cost-effective services. External surveys meet expectations; citations are addressed and abated timely and corrective action plans are implemented.
7. Positive relations are maintained with communities where programs are located, with local governments and with funding and licensing agencies.
8. Clients will receive and be offered immediate assistance needed to adjust to program.
9. Clients will receive and be offered the all of the necessary support and education to aid in their successful transition to the community
10. Groups of interest and that are targeted for victims of domestic violence will be available for the clients.
11. All other related tasks are completed on time and accurately.


Work Environment:
While performing the duties of the job, the employee will be in an office as well as residential shelter environment. Activities occur inside and outside.


Physical Demands:
While performing the duties of the job, the employee is regularly required to have visual acuity, talk and hear while communicating with peers and/or vendors. This position requires sitting, standing and walking. The employee must occasionally lift and/or move items up to 20 pounds.
